NDA's first oil, gas block auction gets 134 bids for 34

New Delhi: Times News Network: The first auction of oil and gas blocks by the Narendra Modi government has attracted 134 e-bids for 34 out of the 43 small fields offered under a simplified fiscal regime, while nine blocks, or nearly a fifth on offer, did not get any suitor till the close of bid submission deadline on Monday .
In the backdrop of oil and gas investments being pulled back worldwide amid supply glut and low prices, the response can be interpreted as a vote of confidence in the Modi government's drive for transparency and policy reforms to increase the ease of doing business.
PM Modi has brought about a fundamental change in the oil sector by bringing transparency... We gave marketing and pricing freedom in new block auction policy , giving priority to competition. We removed nine policy bottlenecks to help raise domestic production... Not a single decision taken by the ministry in the last two-and-ahalf years has been questioned by the people,“ oil minister Dharmendra Pradhan, who trawled the world for investors, had told TOI in a recent interview.
The fields on offer are estimated to hold reserves of 48 million tonnes of oil and over 38 billion cubic metres of gas worth about Rs 70,000 crore.The fields are being offered under a simpler revenue-sharing regime instead of the production-sharing regime followed since the auctions were launched in 1999.

ई-कॉमर्स और आईटी टूल्स‍ पर राष्ट्री य संगोष्ठी्

एमएसटीसी लिमिटेड ने राजभाषा त्रिमास के क्रम में इस्‍पात मंत्रालय के तत्‍वावधान में 23.09.2016 को नई दिल्‍ली के स्‍कोप कॉम्‍प्‍लेक्‍स के मिर्जा गालिब चेम्‍बर में ई-कॉमर्स और आईटी टूल्‍स पर राष्‍ट्रीय संगोष्‍ठी का आयोजन किया। इस अवसर पर भारतीय ज्ञानपीठ एवं साहित्‍य अकादमी द्वारा पुरस्‍कृत हिंदी के कालजयी कवि डॉ. केदारनाथ सिंह तथा इस्‍पात सचिव डॉ. अरूणा शर्मा विशिष्‍ट रूप से उपस्थित थे। इस संगोष्‍ठी का उद्घाटन इस्‍पात संयुक्‍त सचिव श्री टी श्रीनिवास, एमएसटीसी लिमिटेड के अध्‍यक्ष एवं प्रबंध निदेशक श्री बी बी सिंह, एमएसटीसी के मुख्‍य सतर्कता अधिकारी श्री एम अम्‍बष्‍ठ तथा मॉयल के अध्‍यक्ष एवं प्रबंध निदेशक श्री एम के चौधरी की गरिमामय उपस्थिति में हिंदी के कालजयी कवि डॉ. केदारनाथ सिंह और इस्‍पात सचिव डॉ. अरूणा शर्मा द्वारा दीप प्रज्‍ज्‍वलन के साथ किया गया।

       उद्घाटन के पश्‍चात इस्‍पात संयुक्‍त सचिव श्री टी श्रीनिवास ने अपने वकतव्‍य में हिंदी की महत्‍ता बताते हुए इस्‍पात मंत्रालय में हिंदी की प्रगति पर चर्चा की। डॉ. केदारनाथ सिंह ने हिंदी कार्यालयों में राजभाषा के कार्यों में गंभीरता लाने तथा राजभाषा के साथ क्षेत्रीय भाषाओं को जोड़कर परिवार और देश दोनों की भाषाओं को आगे बढ़ाने का सार्थक सुझाव दिया। तत्‍पश्‍चात डॉ. अरूणा शर्मा ने अपने अध्‍यक्षीय भाषण में स्‍पष्‍ट कहा कि हिंदी और अन्‍य भारतीय भाषाओं की जड़ इतनी व्‍याप्‍त है कि अगर किसी व्‍यवसाय को भारत में विस्‍तार करना है तो उसे हिंदी के साथ अन्‍य भारतीय भाषाओं का प्रयोग करना ही पड़ेगा और यही वजह है कि आईटी क्षेत्र में भारतीय भाषाओं का उल्‍लेखनीय प्रयोग किया जा रहा है। इसके अतिरिक्‍त उन्‍होंने हिंदीतर भाषियों के हिंदी विकास में महत्‍वपूर्ण योगदान की सराहना की। अंत में श्री एस अम्‍बष्‍ठ ने उद्घाटन सत्र का समापन करते हुए साफ-साफ कहा कि पूरे भारत में केवल हिंदी के माध्‍यम से संपर्क स्‍थापित किया जा सकता है। इसके अतिरिक्‍त उन्‍होंने सभी सार्वजनिक उपक्रमों से आए अतिथियों तथा डॉ. केदारनाथ सिंह एवं डॉ. अरूणा शर्मा को विशेष रूप से धन्‍यवाद ज्ञापित किया।
       इस कार्यक्रम का दूसरा सत्र व्‍यवसाय सत्र था। इस सत्र में एमएसटीसी लिमिटेड के व्‍यवसाय के विविध क्षेत्रों पर प्रेजेंटेशन प्रस्‍तुत किया गया था। इनमें एमएसटीसी का परिचय, ई-कॉमर्स, मेटल मंडी, हस्‍तकला पोर्टल तथा 110 प्रतिशत बैंक गारंटी से संबंधित प्रस्‍तुति क्रमश: श्री डी पी बहुगुणा, महाप्रबंधक(बीओ), श्रीमती भानू कुमार, उत्‍तर क्षेत्रीय प्रबंधक, श्रीमती शालिनि भट्टी, वरिष्‍ठ प्रबंधक, श्रीमती दीपान्विता राय, प्रबंधक(राजभाषा), श्री सुचित कुमार बर्णवाल, उत्‍तर क्षेत्रीय वित्‍त प्रबंधक ने किया। इन सभी प्रस्‍तुतियों में मेटल मंडी और हस्‍तकला संबंधी पोर्टल का महत्‍वपूर्ण स्‍थान था। मेटल मंडी इस्‍पात उत्‍पादकों तथा हस्‍तकला संबंधी पोर्टल कुटीर उद्योगों की सामग्री विक्रय हेतु ई-प्‍लेटफार्म प्रदान करता है।
       इस कार्यक्रम का तीसरा सत्र राजभाषा आईटी टूल्‍स पर आयोजित किया गया था। इसमें श्री एम पी श्रीवास्‍तव, महाप्रबंधक(राजभाषा प्रभारी) ने एमएसटीसी में हिंदी की स्थिति पर प्रेजेंटेशन प्रस्‍तुत किया। इसमें मूल रूप से एमएसटीसी के कार्यालयों में हिंदी में किए जाने वाले कार्य का उल्‍लेख किया गया था। इसके बाद केंद्रीय हिंदी शिक्षण संस्‍थान के सहायक निदेशक, श्री विक्रम सिंह ने राजभाषा आईटी टूल्‍स पर गंभीर चर्चा आरंभ की। इसमें उन्‍होंने यूनिकोड क्‍या है?, एक्‍सपी, विंडोज-2000, विस्‍टा, विंडोज-2007, विंडोज-2008 आदि में यूनिकोड इंस्‍टॉलेशन का सोदाहरण प्रेजेंटेशन प्रस्‍तुत किया। आगे उन्‍होंने गुगल वॉयस टाईपिंग और ट्रांसलेशन का व्‍यावहारिक प्रदर्शन भी किया। इस तरह उन्‍होंने राजभाषा आईटी टूल्‍स के माध्‍यम से हिंदी काम करने में सहजता को प्रदर्शित किया। सत्र के अंत में श्री शैलेश कुमार सिंह, संयुक्‍त निदेशक(राजभाषा), इस्‍पात मंत्रालय ने हिंदी में काम करने में सहजता का उल्‍लेख किया और हिंदी को स्‍वाभिमान की भाषा बताते हुए इसके अधिकाधिक प्रयोग पर जोड़ देते हुए सत्र का समापन किया।
       कार्यक्रम का चौथा सत्र काव्‍य सत्र था। इसमें हिंदी के जाने-माने साहित्‍यकार श्री जय प्रकाश कर्दम, सुश्री अनामिका और श्री जितेन्‍द्र श्रीवास्‍तव को आमंत्रित किया गया। इस सत्र का आरंभ श्री एम पी श्रीवास्‍तव ने डॉ. केदारनाथ सिंह की कविता के पाठ से किया। आगे श्री जय प्रकाश कर्दम ने बदलते जीवन मूल्‍यों से प्रभावित पारिवारिक कविताओं का पाठ किया। अगली कड़ी में श्री जितेन्‍द्र श्रीवास्‍तव ने प्रेम और स्‍त्री संबंधी कविताओं के माध्‍यम से प्रगतिशील मूल्‍यों की स्‍थापना की। तत्‍पश्‍चात सुश्री अनामिका ने स्‍त्री संघर्ष के विविध मुद्दों  पर काव्‍य पाठ किया। इस तरह पूरा सभागार एक के बाद एक कविताओं के पाठ के माध्‍यम से मंत्रमुग्‍ध हो गया। सत्र के अंत में एमएसटीसी लिमिटेड के अध्‍यक्ष एवं प्रबंध निदेशक श्री बी बी सिंह ने आगत सभी कवियों का सादर आभार व्‍यक्‍त किया।

       संगोष्‍ठी के अंत में कार्यक्रम के संचालक श्री परिमल किशोर सिन्‍हा ने इस्‍पात मंत्रालय तथा सभी सार्वजनिक क्षेत्र के उपक्रमों से आए अतिथियों को धन्‍यवाद ज्ञापित करते हुए कार्यक्रम का समापन किया।

Iron ore: Bellary mines go under the hammer at premium rates



With the demand in steel sector picking up, Karnataka’s seven iron ore mines in Bellary district have been auctioned this month at a premium rate.
The final bid for the iron ore mines in Karnataka was in the range of 59 to 111 per cent of the floor price — which is monthly value of the mineral dispatched from the mine. JSW group — whose firm JSW Steel is the largest steel company in the country — won five iron ore mines in Karnataka. MSPL, a major iron ore mining company, won other two iron ore mines of the state this month.
The first phase of mines auction, which has been going on since December last year, has seen auction of total 16 non-coal mines till now by seven state governments. The eight mines which were auctioned by other state governments — six of them were limestone, one gold and one diamond — did not see such a high bid from the companies. The bids for these mines were in the range 8 per cent to 59 per cent. Odisha’s iron ore mine was auctioned at a bid of 44 per cent of the floor price in March 2016.
The auction of the 16 non-coal mines is estimated to bring a total revenue of Rs 59,447 crore over the next 50 year period for these state governments.
As per the new mining law — Mines and Minerals (Development and Regulation) Amendment Act, 2015 — which came into effect from January 2015, the non-coal mines have to be auctioned by the respective state governments. Under the old mining law, the state governments only had the powers to grant the mining lease to any company as per their discretion.
The auction process takes place in two rounds. Mineral auction rules, which have been formed under the new mining law, clearly state that in the first round, the bidders have to quote the percentage of the monthly value of the mineral dispatched from the mine. The highest percentage quoted then gets marked as the floor price for the second round.
Subsequently, the bidders get ranked on the basis of the descending initial price offer submitted by them. The first 50 per cent of the ranks or the top five bidders, whichever is higher, are termed as qualified bidders for participating in the second round of electronic auction. The second-round auction then follows the simple forward-bidding process, where the bidder quoting the highest percentage is deemed as the winner.

India's First Diamond Mineral Block Auctioned in Madhya Pradesh


Bhopal: In a first, a diamond mineral block in Madhya Pradesh's Panna district having precious stone deposit worth nearly Rs 106 crore has gone under the hammer.
"Hatupur Diamond mineral block was successfully auctioned on October 5, in Panna district. This is the first diamond mineral block of the country which went under the hammer," a state official said today.
According to Secretary, Mineral Resources, Manohar Dube, "Diamond mineral worth Rs 106 crore is available in the Hatupur block."
Bansal Construction Works emerged as the preferred bidder by submitting the highest final price offer after two rounds of competitive bidding.
Three other companies - Rungta Mines Ltd, Thriveni Earthmovers Ltd and Pushpanjali Tradevin Pvt Ltd - were also in contention for the block.
The block witnessed aggressive bidding from the companies which lasted approximately eight hours and a final bid at 22.31 per cent was received.
The block was carefully chosen based on industry requirements and its attractiveness in terms of size, land ownership pattern and economics.
The block located is presently under G3 category and is spread over an area of 133.50 Ha. It has 0.604 MT of inferred resources with diamond incidence of 10.20 carat/100 tonnes.
Prospecting operations would be carried out first after which the mining lease would be executed thereupon subject to compliance with conditions stipulated in the Act and rules, the official said.
An additional revenue of Rs 25 crore is estimated from the block to the state government over the mining lease period. The royalty and other statutory payments over the lease period are estimated to be about Rs 11 crore, he said.
SBI Capital Markets was the transaction adviser for the auction process and MSTC Limited was auction platform provider.
The government is committed to making Madhya Pradesh a top mining destination in the country and is taking several steps to boost it (mining) in the state.

Nagaur limestone block gets record bid

This is the  first time mineral block is allocated in Rajasthan through e-Auction. News appeared in Times of India, Jaipur on 24th September,2016 is as below: 



Rajasthan received a record eight times the reserved price for the largest limestone block in the country in the e-auction conducted on Thursday. The block, situated in Jayal tehsil of Nagaur, has 168 million tonne of high-grade limestone resources.
Three major cement companies such as Emami Cements, JSW Cements and Mangalam Cements were in the fray for bidding. The reserve price for the block was approximately INR 35 per tonne. After a session of aggressive bidding, the block received a final bid of about INR 300 per tonne from Emami Cements which is more than eight times the reserve price. “This is a major success for the department as it will result in revenue of at least INR 6,000 crore for the state over the life of the mine as well as create hundreds of jobs in the area. Rajasthan is already the leading cement manufacturer in the country with the presence of 23 cement plants and this will further consolidate the state's position,“ secretary (Mines) Aparna Arora said in a release.
As per the two-stage bidding process, the reserve price for initial bids was set at 7% of INR 500. In the first round, the highest bid came at 16.59% which was set as the floor price for second round that followed the e-auction route. The block witnessed aggressive bidding from the companies and received a final bid at 60.09% (of INR 500) from Emami Cements, more than 8 times the reserve price of INR 35 beating the previous record of 58.95% achieved in Chhattisgarh.
The block was carefully chosen based on industry requirements and its attractiveness in terms of size, land ownership pattern and economics.
“The government is committed to making Rajasthan the top mining destination in the country and is taking several steps to boost mining in the state. We are investing in world-class exploration capabilities as well as focusing on clearing all pending applications,“ the secretary said.

The department is in the process of selecting minerals blocks for the next round of auctions which will be announced soon.

Ludhiana, 04 August 2016: Shri Kamal Kumar Agarwal, Hony.Secretary General, All India Induction Furnace Association (AIIFA), inaugurated the workshop on MSTC Metal Mandi on 04 August, 2016 amidst the fraternity of steel & sponge iron manufacturers at Ludhiana. He appreciated MSTC for organizing such an event at Ludhiana and termed the initiative taken by MSTC as an excellent opportunity for the buyers and sellers of the state who deal in steel and steel related items. He also assured his support to MSTC in the future implementation of the ambitious project of “Digital Ludhiana” in the foot step of “Digital India” campaign.

The workshop of MSTC Metal Mandi was organized by MSTC Ltd. in association with Shri Sandip Jain, President, All India Induction Furnace Association (AIIFA), Shri K.K.Garg, President, Induction Furnace of North India, Shri Dev Gupta, General Secretary, Induction Furnace of North India, Members of Hand tool Manufacturers Association, Auto Parts Association, Forging Association, Steel Re-rollers Association, Tractor Parts Manufacturers Association, United Cycle Parts Manufacturers Association.

The unique concept of e-Shopping mall portal was introduced, for the online transaction for Sale-Purchase of Ferrous & Non-ferrous related bulk raw material, semi-finished goods and finished goods. The portal provides one stop shop for both seller and buyer for making most informed decision for the purchase by online payment and taking delivery with MSTC’s logistics, all at one place.

The event commenced around 12:00 noon with singing of National Anthem by the dignitaries and the members of Steel Associations followed by the Lightning of Lamp ceremony by Shri K.K.Agarwal, the chief guest of the event. Shri B. B. Singh, CMD, MSTC Ltd., welcomed all the dignitaries. In his welcome speech, he highlighted that MSTC Ltd. which has the robust e-Commerce platform and is the only e-Commerce Government Company in the country, is soon going to launch the e-Mall for B2B segment for metal related items.  He further added that it is an unique platform for selling and buying experience of bulk material and offers credible, hassle free, and time efficient business transaction along-with cost effectiveness. He stated that in future, the product range will be increased to cater to the needs of buyers for various products in metal sector.

The members of associations actively participated in the interactive session where suggestions and feedback made by them were taken for incorporation in the portal by MSTC to enhance the efficacy of the proposed portal. The concept and initiative taken by MSTC for e-mall was highly applauded and appreciated by all the members present. The workshop was first of its own kind in the state of Punjab and was a grand success being an informative event for the participants. They also evinced interest for utilizing the portal for augmenting their business.


MSTC Ltd., a Government of India Enterprise, under the administrative control of Ministry of Steel, is already known and renowned name in Punjab for its e-Commerce activities.

B.B. Singh takes over as CMD, MSTC



B.B.Singh has taken over as the CMD of MSTC Ltd with effect from June 1,2016. he was earlier serving as the Director( Commercial ) in the same company since 2010. Singh has served key organisations such as Sriram Ball Bearing, Coal India Ltd and BEML Ltd in various capacities prior to joining MSTC Ltd as its Director ( Commercial ).

Kerala timber, sandalwood e-auction ups revenue

Thiruvananthapuram: Kerala Forest Department has been conducting physical auctions at 35 government timber depots under six timber sales divisional forest offices in the state. As a part of increasing the transparency and adding more credibility to the auction process, KFD has stopped the traditional auction method and has embraced the e-auctions through MSTC Limited.

The agreement between MSTC and KFD was signed on 30th September 2014 and the e-auctions were hosted from 19th November 2014. The e-auctions for the six Timber Sales Divisions started on 19th November 2014. A special registration for Rs 500 with a limit of 5 CUM (8 CUM with effect from 1st August 2015) of timber for individuals was suggested by KFD and the same had been implemented by MSTC. This helps the individuals who are constructing their own house to purchase timber directly from KFD through e-auction, without worrying about the higher rates in the open market.

Over 1000 individuals have registered with MSTC and have successfully participated and purchased timber for the construction of their own house. In addition to the success of timber e-auction, Sandalwood sold by Marayoor Sandal Division, Kerala Forest Department was also auctioned through MSTC.

Buyers from all over the country successfully participated in the e-auction. An increment of over 50 per cent on the starting price was witnessed along with a record rate (Rs 14,710 per kg) in the history of Sandal auctions.  In addition to the material value, Government also had benefits in the terms of VAT, FDT, TCS etc which sums up to about 23 per cent of the material value for all the auctions conducted by KFD.

A sale value of Rs 44.66 crores was obtained through Sandal auctions in 2015-16 which observed pan India participation thereby ensuring maximum rates and revenue to Kerala.
A sale value of Rs 35 crores was obtained for the Timber e-auctions conducted from 19th November 2014 to 31st March 2015. In 2015-16 the total sale value for Timber auctions was Rs 167 crores which provided over Rs 38 crores as various taxes to the government.

With the introduction of e-auctions, KFD has successfully eliminated the cartel formation within the buyers, thereby ensuring the maximum sale value. E-auction has provided the liberty to bid online for the individual buyers at the comfort of their home, office or even during travel without facing any competition or resistance from the timber merchants.

Further to the success of timber and Sandal e-auctions, Kerala government has entrusted MSTC for the disposal of vehicles, scrap and other materials from all departments of Kerala government, all over the state through e-auctions.

The auctions for the same have been successfully started from July 1st last year. So far over Rs 2 crores have been obtained as sale value through the disposal of scrap, vehicles, e-waste etc for various departments of the government.

MSTC has thereby played the crucial role in facilitating e-Sale in the state of Kerala for various government departments.
      MSTC Ltd has signed a Memorandum of Understanding (MoU) with Mahindra Intertrade for a joint initiative to set up India's first auto shredding facility. The proposed facility will be equipped with state-of-art, fully automated end-of-life vehicle recycling equipment and will be India's first such facility. This is expected to facilitate recycling of scrapped automobiles .

The proposed facility will be equipped with state-of-the-art, fully automated end-of-life vehicle recycling equipment and will be India's first such facility. This is expected to facilitate recycling of scrapped automobiles. Speaking on the occasion, Chairman & Managing Director, MSTC LTd, S K Tripathi, said, "MSTC is always looking at innovative ways to recycle scrap and protect the environment and this facility will help to participate in the emission targets which India has promised to fulfill via the COP 21 Emission Treaty." So far, auto-shredding in India has been largely an unorganized activity with vehicles long past their usable life still in use, especially in rural and semi-urban India. " The concept of vehicle scrappage is still new to India as compared to the West where it is a lucrative industry. Recycling, if done correctly, is not only environment friendly but will also help keep older vehicles off the streets." said Zhooben Bhiwandiwala, Managing Partner, Mahindra Partners.

Sell iron ore through online marketplace: SC-appointed panel
EXIT E-AUCTION online platform to enable long-term deals, chek under-pricing boost revenues via royalty fees and taxes

A Supreme Court-appointed panel has recommended replacing the current e-auction of iron ore mining in Karnataka with an alternative system to enable mineral producers and steel companies to sign long-term supply contracts, improve margins, check under-pricing and raise state government revenues.

The Centrally Empowered Committee (CEC), which is currently overseeing the mineral’s auction in the southern state, has told the SC that the present system of e-auction be replaced by a state government-monitored system.

In its September 2, 2011 order, the Supreme Court had appointed a CEC to oversee the e-auction of iron ore from Karnataka. The committee had, in turn, formed a monitoring committee to carry out the orders.

In a report submitted to the Supreme Court last month, the CEC has proposed that the new system will work on the lines of an online marketplace allowing iron ore producers and end-users such as steel companies to ink long-term deals in a government-monitored transparent structure.

Such a system will also rule out under-pricing by the iron ore producers that can potentially distort the market.

The CEC report comes after the Federation of Indian Mineral Industries (FIMI), a mining industry body, moved the Supreme Court seeking a halt on e-auction for sale of iron ores in Karnataka. The court had asked CEC to reply to FIMI’s plea.

The court had ordered e-auctions of the mineral monitored and overseen by the CEC amid widespread allegation of illegal mining and depletion of forest reserves in the state.

Small and local private miners, however, have alleged that the e-auction mechanism in Karnataka was restrictive with one dominant supplier –state-owned NMDC--limiting free and fair price discovery.

A petition filed in the Karnataka High Court by Samaj Parivarthana Samudaya has alleged that the base price set by NMDC in Karnataka e-auctions are at a substantial discount to the international iron ore prices.

For instance, it said that NMDC’s landed ore has averaged over Rs 2,000 per tonne. The local mining industry is of the view that the artificially low prices set by NMDC is hurting smaller mining players in the state, leading to pile up of inventory.

NMDC said that the price discovery system under the e-auction route is transparent.
“Pricing of iron ore, either by NMDC or small miners, is set by the companies themselves based on market dynamics. NMDC, being the only PSU in merchant mining, follows a transparent pricing system, and prices are set on a monthly basis. In Karnataka, all miners are free to set their floor prices of iron ore,” NMDC told HT in an emailed response.

The new method that CEC has proposed will provide for “system of online checks and balances to ensure that sale and purchase has not taken place substantially below the market value,” the CEC report of April 28, which HT has reviewed, said.

Under the proposed system, the buyer-seller agreements will be recorded online. Sellers will have to disclose the minimum acceptable price and product details including moisture and alumina content in iron ore. Bids offered by buyers will be put up on a real-time basis.
